WebI'd try cleaning the fans first, dust can build up on the fans and heatsink and cause noise. Although by the sound of things, the fan blades may be hitting the shroud. If that's the case, you may have to pull a fan out and mod the shroud a bit with some sandpaper. Definitely don't run it without the fan, unless you like the smell of burning GPUs.
