WebFellows and Associate Fellows join OES on-loan from academic, nonprofit, or government offices on either a reimbursable or non-reimbursable basis. Fellows have come from a variety of universities, non-profits, and Federal departments. There is additional flexibility for Federal employees applying for a rotational detail. WebFederal grants for graduate students. Pell Grants are generally for undergraduate students only. However, there are several federal programs that offer money to graduate students. Federal grants are generally need-based, but they can also be available for a student who is studying to fill a special need or discipline. footnote 1.
