WebIn my game it seems to be an issue with Irileth and the other guard NPCs that head to the watchtower during the quest. The only way I've been able to fix it lately is to leave Whiterun before they do so I reach the watchtower before them. Once I reach the watchtower the dragon usually appears and the quest progresses without any crashes.
